What is eating my mint plant?

A few days ago I noted my new herbs weren’t doing very well. I noticed that there were small flies – no-see-ums, really – around my mint plant and the other day, discovered that tiny green worms or caterpillars were systematically eating my mint, forming little webs in the curled, brown, leaves, and pooping out the remainder of my herbs all over the windowsill.

I’m still not sure what they are, but I’ve attacked them (they spread to my mums & rosemary) with a spray of Eucalyptus Dr. Bronner’s Castile Soap & water and bought some Perlite @PlantItEarth to cover the top layer of moist soil where they might like to breed.

Any ideas?
